A Clean, Safe, Liveable City : Public Safety

In Ogden, we prioritize public safety. Our hardworking officers, who handle the most calls per shift in Utah, have been undersupported for 20 years. Despite population growth, we've had the same number of officers (144), and they’re overworked and underpaid. They deserve better. We’re committed to increasing salaries and staff for both fire and police departments.

Our compassionate officers connect those in crisis with necessary service. We'll continue to improve collaboration with Weber County Sheriff’s Office to manage current challenges effectively and continue to expand our successful Homeless Advocate program with additional advocates/officers.

A better community connection means recognition and respect between community members and officers, and a future vision of positive collaboration. Together, we'll bring the best practices for community policing, first responder mental health and unify our city.

Housing

Housing is a big deal for Angel Castillo, who was raised in Chicago by a single mom. She recalled a time in her childhood when her mom, who worked nights at a factory, was regretfully unable to spare a quarter that Castillo had asked for — ‘I understand what it is to worry about making rent,’ she said.

"Home ownership is the fastest way to financial freedom and the way out of generational poverty,’ she said, also emphasizing its impact on the local economy — ‘If you are burdened by rent you are not going to local coffee shops.’ Castillo calls for more local business support, suggesting ‘doubling down on local’ as opposed to investing millions for out of state developers bringing business here.

Smart Development for Ogden's Future

How do we feel in Ogden about property giveaways using our tax dollars? It's irresponsible and upsetting.

It’s happening through "Tax Increment Financing" (TIF), and we risk harming local businesses and weakening our financial structure. Local businesses contribute more tax revenue per acre than corporations, yet TIF isn't fostering growth as intended. It's like playing Monopoly with our money.

The Ogden City Economic Development Department's actions, like giving away a $1.9M property (550 24th Street) when another full price offer was available, sound, well, dumb.

Not only did the city council acting as the RDA approve this $1.9M giveaway, they added an additional $800K for a road – which the full price offer already had as their expense in the budget.

Smart Spending for a Thriving Ogden: Cutting the Fat, Not Your Services

In Ogden, it's about trimming our city budget, not raising taxes. Our budget, nearly twice that of similar Utah cities, has surged from $200M to $265M in four years.

With high tax rates, we must ask why our spending doesn't reflect better results. Why is Layton's budget HALF of ours with higher median income? A red flag emerged when Ogden reduced expenses by $7M without any layoffs or service cuts in the first month of the COVID-19 pandemic. Clearly, we need an outside efficiency audit to #CutTheBudgetFat.

With Angel's leadership, we'll foster accountability and smarter spending. She has connections to contract with efficiency experts who've reduced the Utah state budget by 35% without layoffs. More with less is our aim.

Ogden deserves fiscal responsibility. Let's build a city where wise spending ensures a stable future for our community. Under Angel's guidance, we'll create a thriving Ogden, where fiscal wisdom is our shared commitment.

Union Station : The Heart of Ogden's History

Union Station defines who we are. From Brigham Young's railroad that elevated Ogden to the “Crossroads of the West,” we recognize this station as our stage for progress. It's where our next Mayor, Angel Castillo, sees a vision for the future, much grander than what's presently proposed.

We're not just preserving our heritage and historic buildings; we're fiercely telling Ogden's origin story. With Heroes and Villains, hope and faith, dreams and destiny – it’s better than any reality show – and deserves to be is told in a world-class fashion.

By partnering with the state, higher learning institutions, and Ogden stakeholders, we're adopting the Natural History Museum of Utah's model to create a best-of-class Utah State accredited museum. This not only ensures the protection of our trains, cars, and world-class gun collection but also guarantees preservation for generations to come.

Together, we'll make wise decisions with guidance from an expert Board of Directors, leveraging grants and donations. Ogden will retain ownership of the land/current collections and have its voice heard with two seats on the board and regular community meetings.

"This is the place," Angel affirms, "where historic objects that don't belong to us are protected with legacy purpose and longevity."

By partnering with Weber State University, we can move WSU Special Collections to Union Station and build a WSU satellite campus focusing on sociology, history, and art. Our children won't have to leave town to learn about our history.

We'll add student housing on Union Station's campus, activating 25th Street with fresh energy and intellectual vigor. The new OGX bus line makes it even more convenient, requiring no cars or parking for students and professors.

Historic 25th Street : Protecting Our Cultural Gem

Historic 25th Street and Union Station are Ogden's crown jewels. Our mission is to protect our historic buildings and the small businesses that define the culture of 25th Street. We'll create a special commercial use zone, limiting the types of commercial use and ensuring all existing businesses are protected.

Angel Castillo believes in easing friction for businesses, understanding that businesses know what's best for them. A coalition of long-standing businesses will determine the regulations in this special zone, reflecting the unique needs and character of Historic 25th Street.

Ogden Airport

Angel has been supportive of the airport business owners and ORAA since 2019 when Ogden City denied airport hanger owners their 5th Amendment right (Takings Clause) by taking over hangers without compensation.

Reviewing the airport financials, the city isn’t doing a great job of managing what should be a county asset. I support (as does Weber County and Roy City) forming a Municipal Airport Authority, following state guidelines for operations. This spreads operating costs risks/sharesCVV successes with surrounding communities.

“If we wish to grow aerospace, light industrial, FBOs and train pilots (there is a national shortage), a Municipal Airport Authority opens up federal/state/FAA funding. This will allow existing airport stakeholders, surrounding communities, AND Ogden City seats at the table as we grow collectively.”
